When you log in to the App Store with a managed Apple ID, the managed Apple ID cannot download Apps from the consumer/unmanaged App Store. So there are 2 ways you can install apps:

Use a personal Apple ID to log in to the App Store to download apps instead of logging in to the Apple Store via a managed Apple ID.

Install apps via Swif MDM assuming the device is managed by Swif MDM.
